Former Delhi MLA Rambeer Shokeen chargesheeted under Control of Organised Crime Act

Delhi Police on 10 September filed a charge sheet against former Delhi legislator Rambeer Shokeen, jailed gangster Neeraj Bawana, and 8 others under the provisions of the stringent Maharashtra Control of Organised Crime Act (MCOCA) for allegedly running an organised crime syndicate. It is noteworthy that MCOCA has been made applicable in Delhi since 2002. MCOCA punishes those persons who commit organised crime causing death, facilitating the commission of such offence, harbouring the accused, and being party to organised crime. This law provides for several stringent measures, including making it difficult to get bail.

The charge sheet against Shokeen was filed before Additional Sessions Judge Neena Bansal Krishna, who has posted the matter for further hearing on September 24, 2015. The charge sheet has been filed by the special cell of Delhi Police. It may be noted that Rambeer Shokeen is on the run, and he was declared proclaimed offender by the court last week. Neeraj Bawana was arrested on April 7, 2015, from west Delhi’s Mundka area and is in judicial custody with eight other accused persons.

The other eight accused who have been charge-sheeted are – Pankaj Sehrawat, Sunil Rathi, Rahul Dabas, Naveen Dabas alias Bali, Naveen Hooda alias Bhanja, Amit Malik alias Bhura and Gurpreet Singh and Deepak Dabas alias Deepa.

The charge sheet said all the accused were running a organised crime syndicate which was extorting money and committing murders, land grabbing and settling property disputes, all aimed at pecuniary benefits.

It said it was also established that members of the crime syndicate regularly travelled long distances by road to various parts of India, stayed in good hotels and enjoyed a lavish lifestyle. The expenses for purchasing arms and ammunition, travelling, mobile phones, internet connections, hotel stay and other daily expanses were incurred from extortion money collected from businessmen, it said.
