      Is it necessary for a Government servant to take prior permission of the Government before going abroad on a private visit? Or a mere intimation is sufficient?

      As per the existing circulars of the Government of India, it is mandatory for a Government servant to take prior approval of the competent authority for going abroad even for a private visit. I have seen a circular which even says that a vigilance clearance may also be necessary for such prior approval, due to which the Government servants have been advised to submit the application for such prior approval for foreign visit at least one month in advance.

      It is not sufficient to merely intimate the competent authority and then proceed to visit abroad. It is necessary to take prior permission of the competent authority for the foreign visit, even if it is a private visit and even if the leave was already sanctioned.
