  Sir,
  I was an Ex-Railway employee, resigned from Railways an joined Kerala State Electricity Board. The Railways had remitted pro-rata pension contribution to Electricity Board . But Electricity Board is not considering Railway employees as Central Government civilian employees.Kindly give me an opininon and any rule whether Indian Railway Employees are Central Government Civilian employees.
