Appeal against high court order if double bench order

As our ngo work in 2008-09 in district urban development agency. Ad we getting a order of 15%implementation charges of total.cost . But state head quarter has the change guildline on 2011 and 2012 . High court persuade order of 2012 as not seeking order of 2008-09.
Kindly plz help.us.to resolved the problem
